Meet Betty Dowling

Betty Dowling is a life long resident of Florence County, born daughter of Orville F. and Ruby Bell Banning. Betty has been married over 41 years to Thomas Allen Dowling Sr. of the Philadelphia community in Darlington County. The Dowling's have made their home in Timmonsville for 40 years.

Betty and Thomas have four children: Tammie Moore, Natalie Epting, Tad Dowling and Adam Dowling. They are proud grandparents of seven: Crystal, Nathan, Allen, Benjamin, Madison, Hanna and Drew.

The Dowling's have been members of Florence Baptist Temple for 36 years, where Betty is active in the Adult Ladies Sunday school ministry.

Betty is a businesswoman who worked professionally in the insurance industry for 9 years as a financial consultant and as an income tax consultant in the '70's. Thomas opened his own auto electric (generator, alternator & starter) rebuilding business in 1973 called Timmonsville Alternator Service which was located on Smith St. in Timmonsville for many years. In the early '80's Thomas added brake and clutch rebuilding to the business. In 1989, the business was moved to its current location at 4302 Alligator Road, Timmonsville and renamed TADCO Rebuilders. Betty has worked side by side with her husband as the office manager and book keeper for the business for 36 years.

Betty answered the call of her friends and neighbors in 2005 and ran for Florence Four school board. She was elected. Her Board members also elected her Board secretary in 2005 and Vice-Chair in 2006 and 2007. She served her school district faithfully never missing a meeting or a vote. Her hard work paid off. The students in all three of the schools in the district are now wearing uniforms and test results are rising. She would invite you to visit the schools and see for yourself.

Believing she could better serve her community, Betty decided not to run for re-election to her seat on the school board and ran for Florence County Council in 2008. She was unsuccessful in that race, but remained active in the public school arena, continuing to serve on the School District Health Committee and attending board meetings. She actively advocates for our community and schools. With public school finances in decline and many hard decisions to be made, once again the community asked Betty to run for school board.

Serious times require a serious candidate with experience who will be ready to serve day one. Betty has answered that call and is once again running for school board. She needs YOUR vote on November 3rd!

Children are gifts from God to their parents. Education is a parental, state and local responsibility and it is in the best interest of the Timmonsville community for every child in District 4 to earn a high quality education in a safe environment. The education they earn should empower them to secure their own freedom and contribute to the betterment of our community.

It is through education that the people of Timmonsville ensure the transmission of the American culture, and values we hold in common. Education is essential to competitiveness in the world today. Timmonsville should emphasize and focus our efforts on more vocational training. Civic education should be a cornerstone of all American public education. In District 4, this training should take place in both the classroom and through service learning. As a trustee, I am committed to restoring the civic mission of our schools in Timmonsville.

While serving as a school board member from 2005 to 2008, I supported the implementation of uniforms for all of our students. I believe the uniform dress code puts all students on an equal social standing. With the implementation of uniforms, social status and competition in our schools is removed and students are given the opportunity to experience true competition in striving to learn and achieve.

Accountability for student academic achievement is essential. Students should be tested periodically on the fundamentals of learning which include: math, science and reading. I believe the people of Timmonsville deserve accountability and transparency and that includes our school board. I believe parents and the general public deserve to know exactly how our board, the teachers, the administrative staff and the schools are serving the students. As your trustee, I will be an advocate for both accountability and complete transparency.

Innovation is the key to the future. District 4 teachers, staff and administration deserve the flexibility and freedom to innovate in our school system. The development of consistent discipline concepts in conjunction with improvement to alternative school is essential to our growth and progress. Innovative educational environments and after school programs, which stimulate academic achievement, are all areas where we can improve in Timmonsville.

It is my belief that all American students must be literate in English, our common language, to participate in the promise of America. Our schools and district must think outside of the box so that we can best meet the needs of our students and I am a trustee who is willing to do that for our future and the future of our children.

A one-size-fits-all approach to education is not the answer to our problems in District 4. Believing the responsibility of a child's education lies first with the parents, I support parental choice in educational options including home schooling and transferring out-of-district.

I believe we must build on the basics, including phonics and reading. We must end social promotion and we must require classroom discipline. Parental involvement and strong leadership by school principals is key to the success of District 4. As a school board member, I will advocate for policies and methods that have been both proven and effective. Our community deserves nothing less.

The Florence County Republican Party will be meeting Monday 9/21 at 6:00 p.m. The meeting day was changed to Monday this month so as not to interfere with Florence School District One Foundation Gala. You should mark your calendar for Thursday October 22 for the next GOP monthly meeting.

Both of these meetings will be Hosted by Ramada Inn at Young's Plantation, located on the corner of Meadors Rd and US Hwy. 76, West at I-95 exit #157 in Florence. Mrs. JoAnna Odom, daughter of the late David Lesesne will perform in song. The Lesesne family so generously donated over $300,000 to build the much needed Florence County Sheriff's department a training center, the beautiful "Lesesne Training Facility". I am looking forward to hearing her sing.

Dear Friends and Neighbors,

The hospitality tax is actually a 2% prepared food tax. The tax has been advertised as a way to fund a new museum for the downtown revitalization of the city of Florence. This tax is touted as wonderful because there will be matching funds from the state, who is experiencing its own financial difficulties. Does this story sound familiar? One cent makes sense for roads! Well, guess what? That money is not rolling in.

Mr. Kirby told the Morning News that he was in favor of the new museum. I am sure Mr. Kirby has also told everyone - that can vote for him - he did NOT vote to give them this hospitality - a.k.a. prepared food - tax. Actually the fact is he did not vote for or against this ordinance.

1) May 1, 2008 County Council Meeting – First Reading/Introduction of Ordinance No. 01-2008/09. As is customary for first readings and introductions of ordinances, there was no discussion, no debate and no voting on this ordinance. Mitchell was present at this meeting.

2) May 15, 2008 County Council Meeting – Public Hearing/Second Reading of Ordinance No. 01-2008/09. First opportunity to vote. Mr. Kirby appeared to receive a cell phone call during the council meeting and left the chambers. He returned when discussion and voting was over for four separate ordinance votes including this one. He didn’t vote for or against it because he conveniently wasn’t in the chambers at the time of discussion and voting. He never unsealed his lips. The vote was unanimous, by those choosing to remain in the chambers.

3) June 5, 2008 County Council Meeting – Third and final reading of Ordinance No. 01-2008/09. Mr. Kirby was noticeably absent as his constituency from Country Lane was there to address council about the condition of their road. The hospitality tax/ new museum tax passed unanimously. Gasoline was selling for almost $4.00 a gallon at the time.

As a side note Ordinance No. 01-2008/09 has two divisions:
Division I: Annual Budget – 11 ½ pages of Ordinance
Division II: Local Hospitality tax – 3 ½ pages of Ordinance

I have noticed that nowhere in the Division II section of the ordinance itself does it specifically mention building a museum in Florence. The closest thing it says to that is the hospitality tax revenue would be “used for the dedicated purpose of improving services and facilities for tourists and the citizens of Florence County”. Also, there is no mention in the ordinance of any state or federally matched funds to help build anything - including a museum.

However, the June 5th full agenda does finally mention how the money will be spent for nine months, commencing 10/1/08. It mentions this in a separate summary sheet that is not part of the actual ordinance. See PDF page 50 or attachment page 44 of the 6/5/08 meeting full agenda. It appears that for the nine months starting 10/1/08 that the Florence Museum will receive $300,000 which is 43.7% of the total estimated revenues for nine months of $685,125 from the Local Hospitality tax. Annualized that would be about $400,000 a year going towards the new Florence museum. I invite you to read it for yourself.

For sixteen years Mitchell Kirby has desired to have his cake and eat it too. So once again he is telling you he wanted a museum, but he did not want or vote for the tax. He wasn’t present to vote against it either.

During these economic hard times, asking the citizens of the county, and any visitors to the county to build a museum to revitalize downtown Florence is just plain wrong. Why not a referendum on the museum? Why not let the people decide? Oh, that’s right the voters of Florence District One will not even build their own children a school, so you know they would not have voted yes to build a museum. But all the council members will vote yes (and some will claim they voted yes if it helps them look good) and let someone else pay for a museum to revitalize downtown Florence.

Google has created a neat thing for voters using their "Google Maps" interface. They call it 2008 US Voter Info (http://maps.google.com/vote). All you have to do is input your address and it will tell you the location of your voting precinct. It will also display a link that will automatically create directions to your precinct by car, public transit or by walking. The 2008 US Voter Info tool is also embedded in the bottom of each page in this blog.

Got Old Tires You Need to Dump?

The Florence County Dump/Landfill takes tires the first Monday of each month from 2pm to 4pm only.

Bring proof you have paid the $2.00 waste tax on every tire you want to dump.

Individuals should take a sales receipt showing the $2.00 charge paid to the tire retailer.

Retailers with a SC Resale License with the prefix 021(Florence County) who file a ST-390 Solid Waste Excise tax return with the state should bring a copy of their Solid Waste tax return showing they have paid the SCDOR the tax. They can dump as many as they have accounted for on the tax return. At the retailers first visit to the dump they will receive a permit for their business.

Future dumping will require the permit and copy of tax return or sales receipt showing $2.00 tax per tire paid.

All others will pay $99.99 a ton to dump tires.

A worn out passenger car tire weighs an average of roughly 20 lbs, so a ton of passenger car tires would be about 100 tires which works out to about $1.00 a tire to dispose of it outright.

Truck tires with a rim diameter of 17" inches or less can weigh in the neighborhood of about 35 lbs. Large semi-truck tires can weigh up to 110 lbs each.

Individuals are permitted to dump 4 tires at a time at the local county dumpsites.

Lets clean up the tires; they grow mosquitoes and harbor snakes!

I had a citizen tell me they had been fined for burning leaves without prior notification to the forestry commission. If they fine you, they will not reduce the fine.

Do not let it be you!

If you burn, you must use precautions and the law requires notifying the SC Forestry Commission prior to burning.

I started this blog because I know that the Internet is often used to research candidates for elections. In fact, it may be the first place most people go to research just about anything these days. I wanted Florence County District 4 constituents to have an easy way to find out more about me in the coming days before the election.

You may be asking, "What will you do with this blog if you win the election?"

I will post articles about what is going on the council. I will post articles letting folks know when I get a pothole filled or a ditch dug or any number of constituent requests and concerns. You will know what I am doing. By reading my blog you will be able to follow along with me on my journey as I serve YOU on the county council.

I will put links to many different websites relating to local and federal government, which will give you a place to go in order to find help or information when you need it. I ask for your support and vote on November 4th to become your new county council member.

Florence County is a great place to live, work, pray, and raise a family. I want to help keep it that way for our children and grandchildren. I am not seeking office for any personal advancement. I am running because I care about our community and our future.

I have served this area on the Florence Four School Board from 2005 to the present. During my service to you, I was accessible, honest, responsive, highly ethical, and I have accomplished much for our area and Florence Four Schools.

As your District 4 Florence County Council person I WILL....

....work to promote Economic Development and investment in all of Florence County, which will add to the tax base and keep property taxes low!

On April 3rd, 2008 at the regularly scheduled Florence County Council meeting, the council members voted unanimously to spend $72,630 dollars of the taxpayers’ money for an expenditure that was not on the agenda. With little discussion or explanation, Mitchell Kirby proposed that each councilman join him with monies from their separate discretionary Infrastructures Funds to finance a new roof for the Boys and Girls Club located in Timmonsville.

I hope you made it down here to this link because in the article it says "....while county council members are providing money to replace a leaky roof and the community will help repaint the facility, (Mitchell) Kirby said."

It should have read, "...while county council members are providing Florence County taxpayer money to replace a leaky roof and the community will help repaint the facility, Kirby said.

Was this an honest, open form of government?

Should Florence County residents been given the right to voice their opinion on this matter PRO or CON?

I want to make one thing very clear. I am NOT against helping the children that visit the Boys and Girls club! I have already been helping them by serving on the Florence Four School board since 2005. I want the children of our county to grow up safe and see them succeed by getting a good education.

I just want to know, did we spend the taxpayers money wisely? Why wasn't this put on the agenda? Goodness, everybody wants to help children. What were they afraid of? It's YOUR money! You have a right to know about the spending of taxpayer money before it happens.

Florence County School District Four Board

As the last days of my service to the Florence County School District Four Board wind down to a few, I really must tell you, it has been my great joy to be involved in this most important work.

As President Ronald Reagan said, "Freedom is never more than one generation away from extinction. We didn't pass it to our children in the bloodstream. It must be fought for, protected, and handed on for them to do the same."

The children in our communities did not ask to be born, and they certainly did not ask to be born in Timmonsville. Please do not throw this generation away.

I know many of you may be able to afford private education for your children or maybe your children are grown up and out of school, but remember the public school system belongs to the people of the community. Tax dollars pay for it! Is there anything else you would pay so dearly for and not get involved with?

67% of YOUR property tax is school tax!

Choose YOUR school board members wisely. They can raise YOUR taxes.

Hold them accountable.

Attend a board meeting every now and then. You will be glad you did.

Kenney Boone for Sheriff Bar-B-Que Dinner

On Thursday night (10/2) Sheriff Kenney Boone had a great turn out for the Bar-B-Que Dinner, hosted by Laverne Holloman. What a party he puts on. Thanks Laverne! I had a wonderful time.

I saw many old friends and made some new ones. I look forward to a great turn out on Election Day.

Former Florence County Sheriff Billy Barnes introduced the Honoree, Sheriff Kenney Boone, who was supported by local Republican Representatives, Phillip Lowe, Kris Crawford, and South Carolina Attorney General Henry McMaster.

Got Problems with Mosquitos?

Last week I had many requests for help with Mosquito Control. I thought my Blog friends might need this information also.

The person answering the phone will add you to the list for a mosquito control inspection. They are working to combat our current wet conditions, which are creating a new generation of the little bloodsuckers. Meanwhile, empty any standing water from birdbaths, flowerpots, and any other breeding grounds you find around your house.

This also is the number to call to report littering problems and for animal control. It is my understanding the animals are carried to the humane society.

Florence District Four Schools Community Breakfast

If you have not visited our schools recently, I would urge you to call the Florence District Four (Timmonsville) district office (843-346-5391 x309) and ask Annie Murray to add your name to the invitation list for our next community breakfast. You will enjoy a nice breakfast, get a tour of the school during operations and see our students in uniforms. You will see for yourself, "We are making government work for YOU". I have felt truly honored to serve along side of the Trustees of Florence District Four School Board. This work required group effort and we did the work.

So it was with much thought and prayer I decided to offer myself as a candidate for Florence County Council District #4. It does matter who you elect! Our community has been in desperate need of a candidate with courage and convictions and the ability to articulate a point of view, willing to respectfully persuade others, while understanding the limit of the authority of the office held. I will gladly bring a servant's spirit to the process and will work to give our community open, honest government that serves the best interest of all the stakeholders.
