Betty has been married over 41 years to Thomas Allen Dowling Sr. of the Philadelphia community in Darlington County. The Dowling's have made their home in Timmonsville for 40 years.&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style="font-family:georgia;"&gt;Betty and Thomas have four children: Tammie Moore, Natalie Epting, Tad Dowling and Adam Dowling. They are proud grandparents of seven: Crystal, Nathan, Allen, Benjamin, Madison,  Hanna and Drew.&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style="font-family:georgia;"&gt;The Dowling's have been members of Florence Baptist Temple for 36 years, where Betty is active in the Adult  Ladies Sunday school ministry.&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style="font-family:georgia;"&gt;Betty is a businesswoman who worked professionally in the insurance industry for 9 years as a financial consultant and as an income tax consultant in the '70's. Thomas opened his own auto electric (generator, alternator &amp;amp; starter) rebuilding business in 1973 called Timmonsville Alternator Service which was located on Smith St. in Timmonsville for many years. In the early '80's Thomas added brake and clutch rebuilding to the business. In 1989, the business was moved to its current location at 4302 Alligator Road, Timmonsville and renamed &lt;/span&gt;&lt;em&gt;&lt;span style="font-family:georgia;"&gt;TADCO Rebuilders&lt;/span&gt;&lt;/em&gt;&lt;span style="font-family:georgia;"&gt;. Betty has worked side by side with her husband as the office manager and book keeper for the business for 36 years.&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style="font-family:georgia;"&gt;Betty answered the call of her friends and neighbors in 2005 and ran for Florence Four school board. She was elected. Her Board members also elected her Board secretary in 2005 and Vice-Chair in 2006 and 2007. She served her school district faithfully never missing a meeting or a vote. Her hard work  paid off. The students in all three of the schools in the district are now wearing uniforms and test results are rising. She would invite you to visit the schools and see for yourself.&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style="font-family:georgia;"&gt;Believing she could better serve her community, Betty decided not to run for re-election to her seat on the school board and &lt;/span&gt;&lt;span style="font-family:georgia;"&gt;ran for Florence County Council in 2008.  She was unsuccessful in that race, but remained active in the public school arena, continuing to serve on the School District Health Committee and attending board meetings. She actively advocates for our community and schools. Education is a parental, state and local responsibility and it is in the best interest of the Timmonsville community for every child in District 4 to earn a high quality education in a safe environment. The education they earn should empower them to secure their own freedom and contribute to the betterment of our community.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;   It is through education that the people of Timmonsville ensure the transmission of the American culture, and values we hold in common. Education is essential to competitiveness in the world today. Timmonsville should emphasize and focus our efforts on more vocational training. Civic education should be a cornerstone of all American public education. In District 4, this training should take place in both the classroom and through service learning. As a trustee, I am committed to restoring the civic mission of our schools in Timmonsville.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;   While serving as a school board member from 2005 to 2008, I supported the implementation of uniforms for all of our students. I believe the uniform dress code puts all students on an equal social standing. With the implementation of uniforms, social status and competition in our schools is removed and students are given the opportunity to experience true competition in striving to learn and achieve.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;   Accountability for student academic achievement is essential. Students should be tested periodically on the fundamentals of learning which include: math, science and reading. I believe the people of Timmonsville deserve accountability and transparency and that includes our school board. I believe parents and the general public deserve to know exactly how our board, the teachers, the administrative staff and the schools are serving the students. As your trustee, I will be an advocate for both accountability and complete transparency.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;   Innovation is the key to the future. District 4 teachers, staff and administration deserve the flexibility and freedom to innovate in our school system. The development of consistent discipline concepts in conjunction with improvement to alternative school is essential to our growth and progress. Innovative educational environments and after school programs, which stimulate academic achievement, are all areas where we can improve in Timmonsville.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;   It is my belief that all American students must be literate in English, our common language, to participate in the promise of America. Our schools and district must think outside of the box so that we can best meet the needs of our students and I am a trustee who is willing to do that for our future and the future of our children.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;   A one-size-fits-all approach to education is not the answer to our problems in District 4. Believing the responsibility of a child's education lies first with the parents, I support parental choice in educational options including home schooling and transferring out-of-district.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;   I believe we must build on the basics, including phonics and reading. We must end social promotion and we must require classroom discipline. Parental involvement and strong leadership by school principals is key to the success of District 4. As a school board member, I will advocate for policies and methods that have been both proven and effective. The tax has been advertised as a way to fund a new museum for the downtown revitalization of the city of Florence. This tax is touted as wonderful because there will be matching funds from the state, who is experiencing its own financial difficulties. Does this story sound familiar? One cent makes sense for roads! Well, guess what? That money is not rolling in.&lt;br /&gt;&lt;br /&gt;Mr. Kirby told the Morning News that he was in favor of the new museum. I am sure Mr. Kirby has also told everyone - &lt;em&gt;that can vote for him&lt;/em&gt; - he did NOT vote to give them this hospitality - a.k.a. prepared food - tax. Actually the fact is he did not vote for or against this ordinance.&lt;br /&gt;&lt;br /&gt;Here are the &lt;strong&gt;facts&lt;/strong&gt;. Mr. Kirby was noticeably absent as his constituency from Country Lane was there to address council about the condition of their road. The hospitality tax/ new museum tax passed unanimously. This is the first mention of specifically where the money will be spent.)&lt;br /&gt;&lt;br /&gt;As a side note Ordinance No. 01-2008/09 has two divisions:&lt;br /&gt;Division I: Annual Budget – 11 ½ pages of Ordinance&lt;br /&gt;Division II: Local Hospitality tax – 3 ½ pages of Ordinance&lt;br /&gt;&lt;br /&gt;I have noticed that nowhere in the Division II section of the ordinance itself does it specifically mention building a museum in Florence. The closest thing it says to that is the hospitality tax revenue would be &lt;em&gt;“used for the dedicated purpose of improving services and facilities for tourists and the citizens of Florence County”.&lt;/em&gt; Also, there is no mention in the ordinance of any state or federally matched funds to help build anything - including a museum.&lt;br /&gt;&lt;br /&gt;However, the June 5th full agenda does finally mention how the money will be spent for nine months, commencing 10/1/08. It mentions this in a &lt;em&gt;separate summary sheet&lt;/em&gt; that is not part of the actual ordinance. See PDF page 50 or attachment page 44 of the 6/5/08 meeting full agenda. It appears that for the nine months starting 10/1/08 that the Florence Museum will receive $300,000 which is 43.7% of the total estimated revenues for nine months of $685,125 from the Local Hospitality tax. Annualized that would be about $400,000 a year going towards the new Florence museum. Why not a referendum on the museum? Why not let the people decide? They call it &lt;a href="http://maps.google.com/vote" target="_blank"&gt;2008 US Voter Info&lt;/a&gt; (&lt;a href="http://maps.google.com/vote" target="_blank"&gt;http://maps.google.com/vote&lt;/a&gt;). All you have to do is input your address and it will tell you the location of your voting precinct. It will also display a link that will automatically create directions to your precinct by car, public transit or by walking. They can dump as many as they have accounted for on the tax return. At the retailers first visit to the dump they will receive a permit for their business.&lt;br /&gt;&lt;br /&gt;Future dumping will require the permit and copy of tax return or sales receipt showing $2.00 tax per tire paid.&lt;br /&gt;&lt;br /&gt;All others will pay $99.99 a ton to dump tires.&lt;/p&gt;&lt;p&gt;A worn out passenger car tire weighs an average of roughly 20 lbs, so a ton of passenger car tires would be about 100 tires which works out to about $1.00 a tire to dispose of it outright.&lt;/p&gt;&lt;p&gt;Truck tires with a rim diameter of 17" inches or less can weigh in the neighborhood of about 35 lbs. Large semi-truck tires can weigh up to 110 lbs each.&lt;/p&gt;&lt;p&gt;Individuals are permitted to dump 4 tires at a time at the local county dumpsites.&lt;br /&gt;&lt;br /&gt;Lets clean up the tires; they grow mosquitoes and harbor snakes!&lt;/p&gt;&lt;p&gt;&lt;span style="font-size:130%;"&gt;&lt;strong&gt;Florence County Landfill 665-3022&lt;/strong&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Watch for more information coming soon. I am NOT against helping the children that visit the Boys and Girls club! I have already been helping them by serving on the Florence Four School board since 2005. I want the children of our county to grow up safe and see them succeed by getting a good education.&lt;br /&gt;&lt;br /&gt;I just want to know, did we spend the taxpayers money wisely? Why wasn't this put on the agenda? Goodness, everybody wants to help children. What were they afraid of? It's YOUR money! We didn't pass it to our children in the bloodstream. It must be fought for, protected, and handed on for them to do the same."&lt;br /&gt;&lt;br /&gt;The children in our communities did not ask to be born, and they certainly did not ask to be born in Timmonsville. Please do not throw this generation away.&lt;br /&gt;&lt;br /&gt;I know many of you may be able to afford private education for your children or maybe your children are grown up and out of school, but remember the public school system belongs to the people of the community. Tax dollars pay for it! Is there anything else you would pay so dearly for and not get involved with?&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;67% of &lt;em&gt;YOUR&lt;/em&gt; property tax is school tax!&lt;/strong&gt; &lt;/div&gt;&lt;br /&gt;Choose &lt;strong&gt;YOUR&lt;/strong&gt; school board members wisely. They can raise &lt;strong&gt;YOUR&lt;/strong&gt; taxes.&lt;br /&gt;&lt;br /&gt;Hold them accountable.&lt;br /&gt;&lt;br /&gt;Attend a board meeting every now and then. I thought my Blog friends might need this information also.&lt;br /&gt;&lt;div align="center"&gt;&lt;br /&gt;&lt;strong&gt;Florence County Environmental Services: (843) 665-3053&lt;/strong&gt;&lt;/div&gt;&lt;br /&gt;The person answering the phone will add you to the list for a mosquito control inspection. They are working to combat our current wet conditions, which are creating a new generation of the little bloodsuckers. Meanwhile, empty any standing water from birdbaths, flowerpots, and any other breeding grounds you find around your house.&lt;br /&gt;&lt;br /&gt;This also is the number to call to report littering problems and for animal control.
